[URP] URP MSAA option missing from camera when Target Eye is set to "both"
Reproduces on Master (a32840b296)
Steps:
1. Use a project with Universal RP
2. Select a camera
3. Look for the MSAA option
Expected result: it's there
Actual result: if Target Eye is set to both (as it is by default) the option is missing. This will often cause MSAA to not work even though the camera should be set to use the pipeline settings by default.
