URP transparent Particle System is not visible / disappears when 'Depth Texture' is off and 'Soft Particles' are enabled
How to reproduce:
1. Open attached project "Soft Particle Systems Bug.zip" and scene "SampleScene"
2. Enter Play mode
3. Make sure Scene view is not visible in the layout
Expected result: the particles are visible in the Game View
Actual result: the particles are not visible in the Game View
Reproducible with: 2019.4.2f1 (7.3.1, 7.4.1), 2020.1.0b14, 2020.2.0a15 (8.1.0, 9.0.0-preview.14)
Could not test with: 2018.4 (urp was not implemented yet)
