[URP] Shadows are not cast from both lights in 2D
How to reproduce:
1. Open project "New Unity Project.zip"
2. Select "Square (1)" GameObject in the Hierarchy window
3. In the Inspector window keep changing Position X
4. Observe the Game view
Expected result: Shadows are cast from both lights
Actual result: Shadows are cast from one light
Reproducible with: 12.1.7 (2021.3.4f1), 13.1.6 (2022.1.0b10)
Not reproducible with: 13.1.7 (2022.1.0b11), 13.1.8 (2022.1.4f1), 14.0.3 (2022.2.0a16)
Could not test with: 2019.4.39f1, 2020.3.35f1 (Errors after project downgrade)
Reproduced on: macOS 11.6 (Intel)
