[URP][Comp] Scene View Wireframe isn't working when Depth Priming Mode is enabled with Forward/+ rendering
*Steps to reproduce:*
1. Open any URP project
2. Add any primitives to the scene (a Sphere will do)
3. Select the active URP Renderer
4. Set the Rendering Path to Forward or Forward+
5. Set the Depth Priming Mode to Forced or Auto
6. Set the Shading Mode to Wireframe in the Scene
*Actual results:* The wireframe is visible
*Expected results:* The wireframe is not visible (it appears as if nothing is rendering)
*Reproducible with versions:* 2023.1.0a17, 2023.2.0a10, 2022.3.44f1, 6000.0.7f1, 6000.0.9f1
*Not reproducible with versions:* 2022.2.0f1, 2022.3.30f1, 2023.1.0a5, 2023.1.0a16{*}{{*}}
*Tested on (OS):* MacOS Sonoma 14.5, Windows 11
