[URP] Scene camera does not respect settings of MainCamera
Repro steps:
1. Open attached project
2. Open SampleScene
3. Note that Scene View has bloom
4. Note that Game View does not have bloom because post fx are turned off on Main Camera
Expected: Toggling post fx on MainCamera does also toggle post fx on scene camera
Actual: Toggling post fx on MainCamera only has effect in the Game View
Reproducible with: 2019.4.11f1 - URP 7.3.1, 2020.1.6f1 - URP 8.2.0, 2020.2.0b3 - URP 10.0.0-preview.18
