URP Sample Buffer Image Tile is moved when the Offset Value is changed
Reproduction steps:
1. Open the attached project “SampleProject“
2. Open the ‘Assets/Scenes/SampleScene.unity' scene
3. Select ‘Assets/Materials/SampleBufferTest.mat’
4. In the Inspector Window change the '_Offset’ value to (0.5,-0.5) respectively
5. Observe the Game View
Expected result: The sample buffer tiles remain in the same position
Actual result: The sample buffer tiles are shifted incorrectly
Reproducible with: 2022.2.11f1, 2022.2.19f1, 2022.3.0f1
Not Reproducible with: 2023.1.0b19, 2023.2.0a12
Could not test with: 2020.3.48f, 2021.3.24f1, 2022.2.10f1, 2022.3.1f1(Couldn’t upgrade user’s shader material)
Fixed in: 2023.1.0a1
Reproducible on: Intel macOS 13.3.1

This issue is already fixed in 2023 version of Unity.
After reviewing the impact it has on our users, we will not backport the fix to previous versions of Unity.
The case will now be closed, and will not be reopened unless new information arises that would change the issue’s impact. Please let us know if you have additional information relating to the severity of this bug.
