[URP] Particles flicker when using GPU Instancing in Renderer Particle System module
Reproduction steps:
1. Download and open the attached "URP_Particle_GPU_Instancing_Bug.zip" project
2. Enter play mode
3. Observe the particles
Expected result: The particles don't flicker
Actual result: The particles flicker
Reproducible with: 2019.4.35f1 (7.7.1), 2021.2.9f1 (12.1.4), 2022.1.0b5 (13.1.3), 2022.2.0a2 (13.1.3)
