[URP] Lit Sprite's Normal Map is visible outside the Sprite Mask when Light2D Component's "Use Normal Map" option is enabled
How to reproduce:
1. Open the attached project's Scene labeled "SampleScene"
2. Toggle "Point Light 2D" GameObject's Light2D Component's "Use Normal Map" option
3. Inspect the Scene View
Expected result: When "Use Normal Map" is enabled, Sprites are visible only in the Sprite Mask
Actual result: Sprites are visible outside the Sprite Mask
Reproducible with: 2019.3.0b12, 2020.1.0a14 ( 7.1.1, 7.1.5 )
Couldn't test with: 2017.4.35f1, 2018.4.13f1, 2019.2.13f1 (Light2D Component does not exist)
