URP light cookies do not Render on Shader Graph materials in the Player
Reproduction steps:
1. Open user attached Project
2. Press Play
3. Observe the lighting of the two Cubes
4. Build and Run
Expected result: The Cubes have the same lighting in the Editor and the Player
Actual result: Light Cookies are not rendered on the Cube in the Player
Reproducible with: 2021.2.0b3, 2022.1.0a1
Could not test with: 2019.4, 2020.3, 2021.1 (Could not downgrade)
