[URP] Infinite Vertex Streams error loop appear when Particle Sytstem Renderer Material is set to URP/Particles Shader
Reproduction steps:
1. Open the user's attached project and Scenes/SampleScene scene
2. In the Hierarchy window Search bar, type Smoke and select Smoke GameObject
3. In the Inspector window, expand Renderer and observe the Vertex Stream Inputs
4. In the Hierarchy window, select AdditionalSmoke GameObject
5. In the Hierarchy window, select Smoke GameObject again and observe the Vertex Stream error
6. Add Tangent
7. Scroll down and in the Material properties observe Vertex Stream error
8. Select Fix All
9. Repeat steps 5-8 infinitely
Expected result: Error does not appear or is fixed after selecting Fix Now
Actual result: The same error appears
Reproducible with: 7.3.1 - 7.5.2 (2019.4.18f1), 10.2.2 (2020.2.2f1), 11.0.0 (2021.1.0b2, 2021.2.0a2)
