[URP] Images rendered with modified Camera rect size get stretched when no renderer features are used
How to reproduce:
1. Open user-submitted project (URP_Aspect_Ratio_Repro.zip)
2. Open the Main scene
3. Enter Play Mode
4. Observe the two rows of images
Expected result: the first row and the second row are identical
Actual result: the first row of images is stretched
Reproducible with: 2019.4.5f1(URP 7.3.1), 2020.1.0b9(URP 8.1.0), 2020.2.0a11(URP 8.1.0)
Not reproducible with: 2019.4.5f1(URP 7.4.1), 2020.1.0f1(URP 8.2.0, 9.0.0 - preview.35), 2020.2.0a19(URP 8.2.0, 9.0.0 - preview.35)
Could not test with: 2018.4.25f1(project incompatible)
