[URP] GraphicsSettings.useScriptableRenderPipelineBatching is ignored when entering Play mode
Reproduction steps:
1. Open the attached project "SRPBatcherTest.zip"
2. Go to Assets > Scenes > "SampleScene"
3. Enter Play mode
4. Observe the displayed canvas with the UI field "SRP batcher ON"
5. Click the "Toggle SRPBatcher!" button or press the F9 button on the keyboard
6. Repeat step 5
Expected result: SRP batcher is turned off
Actual result: SRP batcher is not turned off
Reproducible with: 7.7.1 (2019.4.31f1), 10.6.0 (2020.3.21f1), 11.0.0 (2021.1.24f1), 12.0.0 (2021.2.0b16), 13.0.0 (2022.1.0a12)
