[URP] Graphics.DrawMeshInstanced does not render an instance
How to reproduce:
1. Open attached "kktrails2.zip" project and Trails FX/Demo/Scene scene
2. Enter the Play mode
3. Observe the Game view
Expected result: The trails are drawn
Actual result: The trails are not drawn
Reproducible with: 8.2.0 - 10.0.0-preview.26(2020.2.0a14, 2021.1.0a2)
Not reproducible with: 7.5.1(2019.4.13f1), 8.2.0(2020.1.10f1, 2020.2.0a13)
Could not test with: 2018.4.28f1(URP is not supported)
Note: DrawMeshInstanced calls are not shown in Frame Debugger
