URP Global Settings is generated in the root "Assets" folder when creating a new settings asset
Reproduction steps:
1. Create a new 3D (URP) project
2. Open the “Scenes” folder in the Project window
3. Open the Project Setting window (Edit > Project Settings)
4. Go to the “Graphics/URP Global Settings” tab
5. Create a new “URP Global Settings” asset by pressing the “New” button
Expected result: The new settings asset is generated in the current folder
Actual result: The new settings asset is generated in the root “Assets” folder
Reproducible with: 2021.3.39f1, 2022.3.34f1, 6000.0.7f1
Reproducible on: Windows 10
Not reproducible on: No other environment tested
