[PLM] Lightmapper never finishes with progressive updates enabled in auto mode
Steps To Reproduce:
1. Create a new Project with URP template
2. Package Manager > Universal RP > Upgrade to 8.1.0 or 9.0.0 preview.14
Expected Result:
The Package is upgraded and all the background tasks are executed
Observed Result: GI Illumination takes forever to bake and always appear 0%
Notes:
1. Upgraded package to 8.1.0 and 9.0.0 from the default package i.e 7.1.7. Observed issues in both the scenarios
2. Doesn't occur when a project is created in 3D Template and later converted to URP(Importing URP package and creating pipeline asset and assigning it to graphics)
Reproducible On: 2020.2.0a11
Not Reproducible On: 2020.2.0a10, 2020.1.0b8
Environment: Win and Mac
Notes:
- Reproducible in URP and HDRP, starting from Version 8.1.0;
- Reproducible only when progressive updates are enabledĀ and only when baking inĀ auto-mode;
- Reproducible in any scene.
