[URP] Flickering pixels appear on Google Pixel 4 when switching cameras and bringing the game to the background / foreground



How to reproduce:
1. Open the user’s attached ““ project
2. Build and Run for Android
3. In the Scene press the “Cycle Cams“ button twice
4. Bring the game to the background
5. Bring the game to the foreground
6. Press the “Cycle Cans“ button
7. Observe the bottom-left corner of the Scene

Expected result: There are no flickering pixels
Actual result: Flickering pixels appeared

Reproducible with: 12.1.7 (2021.3.13f1), 13.1.3 (2022.1.0b1)
Not reproducible with: 13.1.4 (2022.1.0b2), 13.1.8 (2022.1.23f1)
Couldn’t test with: 10.10.1 (2020.3.42f1), 14.0.4 (2022.2.0f1), 15.0.1 (2023.1.0a20) (Pink textures and Package errors after downgrade/upgrade)

Google Pixel 4 (Pixel 4), Android 11, CPU: Snapdragon 855 SM8150, GPU: Adreno (TM) 640
