URP Emulation Not Working with ARF Sample Scenes

*Steps to reproduce:*
1. Install AR Foundation (location of repos in the Slack thread above)
2. Open a ARF sample scene
3. Add a Quad Layer
*Actual results:* Quad Layer is not visualized in the Scene View
*Expected results:* Quad Layer is visible in the Scene View
