URP Emulation Not Working with ARF Sample Scenes

Steps to reproduce:
1. Install AR Foundation (location of repos in the Slack thread above)
2. Open a ARF sample scene
3. Add a Quad Layer
Actual results: Quad Layer is not visualized in the Scene View
Expected results: Quad Layer is visible in the Scene View
