URP Decal Projector Fade Factor doesn't get updated when changing it through animation
Reproduction steps:
1. Open the attached “IN-91071” project
2. Open the “Scenes/Tutorial” Scene
3. Select the “BurnProjector” GameObject in the Hierarchy window
4. Disable or remove “UrpDecalFixer” component in the Inspector window
5. Enter the Play Mode
6. Observe the “BurnProjector” GameObject in the Scene View
Expected result: Decal is fading in
Actual result: Decal stays invisible
Reproducible with: 2022.3.57f1, 6000.0.36f1, 6000.1.0b5, 6000.2.0a2
Reproducible on: Windows 10, Windows 11 (user)
Not reproducible on: No other environments tested
