[URP] Calling PlayerPrefs.DeleteAll causes the Project to Re-Import all Assets upon entering Play mode
Reproduction steps:
1. Open the attached project named Case_1199704
2. Open the Sample Scene
3. Play the Scene
4. Observe that there was no hangtime upon entering Play mode
5. Exit Play mode. In the top Menu bar press Test -> Reset Player Prefs
6. Enter Play mode again
Expected result: Editor behaves the same way as before deleting PlayerPrefs
Actual result: The Editor hangs up as it is re-importing assets
Reproducible with: 2019.2.14f1, 2019.3.0f1, 2020.1.0a14
Not reproducible: 2018.4.13f1
Could not test with: 2017.4.35f1(URP not available)
Reproducible with package versions: 6.7.1, 7.1.5
Not reproducible with package versions: 4.1.0, 6.5.3
Notes:
- Does not reproduce without the URP/LWRP package. Tested with regular 3D template and HDRP 7.1.5

Game hangs as soon as clicked on Play button and some popups comes for fraction of sec. continuously. and somewhere its shown importing fbx. If it helps in fixing the issue.
