[URP] Black Overlay Camera preview when switched to Render Type 'Overlay' and Background Type to 'Uninitialised' or 'Skybox'
Reproduction steps:
1. Open the 'OverlayCamArtefactsRepo' project
2. Open the 'SampleScene'
3. Observe the 'Overlay FINE' Camera in the Inspector
4. Set the Render Type to 'Base'
5. Set the Background Type to 'Uninitialised' or to 'Skybox'
6. Set the Render Type to 'Overlay'
7. Observe Camera's preview
Expected result: The preview is blue
Actual result: The preview is completely black
Reproducible with: 7.7.1 (2019.4.38f1), 10.9.0 (2020.3.4f1), 12.1.6 (2021.3.1f1), 13.1.7 (2022.1.0b16), 14.0.2 (2022.2.0a12)
Note:
- On the user's machine there are artifacts on the preview

Resolution Note:
Cannot reproduce the artifacts mentioned by user issue. Black preview window can be expected after switching from Uninitialized and it seems to be the same color as Skybox/Solid Color after switching
