Realtime GI Indirect Multiplier does not brighten the Scene when Universal RP Package is imported

Reproduction steps:
1. Open the attached project "ReproProj" with the Android / IOS Platform selected
2. Observe the lighting of the Scene
3. Go to Window > Package Manager > Unity Registry and search for Universal RP
4. Select Universal RP and Click the “Install” button
5. In the Project window Right-Click > Create > URP Asset (with Universal Renderer)
6. Go to Edit > Project Settings > Graphics and under Scriptable Pipeline Settings select the just created URP Asset
7. Recreate the Cube and Plane GameObjects and tick Static
8. Observe the Scene

Expected result: The Scene is bright just like before importing Universal RP Package
Actual result: The Scene is much darker

Reproducible with: 2020.3.47f1, 2021.3.22f1, 2022.2.13f1, 2023.1.0b10, 2023.2.0a9

    Enlighten support is in maintenance mode, and will be soon be removed completely. Therefore, we have opted to not fix this bug.
