[URP] Estimated shader variants number is inaccurate when compiling

Repro steps:
1. Open attached project
2. Switch build target to Android
3. Compile 004_TextureArrayGraph
4. Observe the progress bar

Actual: In the progress bar which shows the "current out of total" message eventually the current number becomes significantly larger than the total

Reproducible with: 2020.1.0a23 URP 7.2

Fixed in 2020.2.0a9
