Upgrading HDRP Project causes the Cloud Layer to warp when using the Global Volume with the Visual Environment enabled
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/Main.unity” Scene
3. Observe the Game view
Expected result: Clouds are present
Actual result: White and gray stripes are present
Reproducible with: 6000.0.65f1, 6000.3.3f1, 6000.4.0b3, 6000.5.0a4
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
Notes:
- This HDRP project was upgraded from 2022.3.0f1 to 6000.0.43f1
- Does not reproduce on a new project
