Unlit Texture material is invisible when the Render Queue is set below 2501
How to reproduce:
Open the attached project "Test_Errors_On_Blank_Project.zip"
Expected results: The Cube in the Scene view is visible
Actual results: The Cube in the Scene view is invisible
Reproducible with: 2021.3.32f1, 2022.3.13f1, 2023.1.19f1, 2023.2.0b17, 2023.3.0a13
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Resolution Note:
This issue can be workaround by changing the shader from Unlit/Texture to the Universal Render Pipeline/Unlit shader we provide, also making sure the that Render Queue is correct.
We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug on the material upgrader in a timely manner. There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way, or that a workaround for the bug may be available.
