UniversalRenderer using Render Graph fails to create RTHandles when the Camera is using a Depth Texture format
How to reproduce:
Open the attached project "Offscreen Camera Depth Texture.zip"
Expected results: No errors thrown in the Console window
Actual results: "Texture creation failed. 'None' is not supported for Render usage on this platform." is thrown in the Console window
Reproducible with: 2020.3.46f1, 2022.2.0b10, 2022.2.10f1, 2023.1.0b7, 2023.2.0a5
Not reproducible with: 2021.3.20f1, 2022.2.0b9
Reproducible on: Windows 10

Resolution Note:
a separate URP Jira was created and this was fixed, shouldn't have been created as an IN- issue
