How to reproduce:
1. Create a new Unity project with Universal RP Template
2. Upgrade to Universal RP package - 7.1.1
3. Build & Run project using Vulkan on Samsung Galaxy Note 9

Expected result - Scene is rendered as in Editor with lighting and shadows
Actual result - Scene seems to miss lighting and shadows

Tested with - 2019.3.0a12

Reproducible with Universal RP 7.1.1 package version
Not reproducible with Universal RP 7.0.1 package version

Note - Did not reproduce the issue with OpenGLES3
