"UnityEditor.InitializeOnLoad" calls constructor three times when Unity Editor is opened if project is edited outside of Editor
How to reproduce:
1. Download users attached project "doubleInitialize"
2. Create or edit a script in Assets folder (without opening Unity)
3. Start Unity and open "doubleInitialize" project
Expected result: The static constructor logs once, Unity recompiles and reloads assemblies, and the constructor logs a second time
Actual result: The static constructor logs 3 times
Reproducible with - 2017.1.0a5, 5.6.0f2, 5.5.2p3 5.4.5f1
