Unity Hub does not launch when no internet connection is available
Steps to reproduce:
1. Disable your network adapter/wifi/ethernet connections
2. Open Unity Hub
Expected outcome: Unity Hub launches
Actual outcome: Unity Hub doesn't launch, even though the Hub process can be found active in the task manager
Reproducible with: Unity Hub 2.2.2
