Unity fails to open projects via Windows browser, when another project is already open
Steps to reproduce:
1. Have at least two projects
2. Open one of them
3. After it has opened go to File>Open Project...
4. Click "Open" in top right corner to and choose a project via Windows browser
Expected result: A new Unity instance with the chosen project is opened
Actual result: Unity shuts down and nothing happens
Reproduced with: 5.6.4p4, 2017.1.2p4, 2017.2.1p1, 2017.3.0f3, 2017.1.0b1
Note: Tested on 5 machines, reproduced with 4. Does not reproduce on Mac
