Actual result: The current instance of Unity shut down and no new instance is created
Reproducible with - 2017.1.2f1, 2017.2.1p1, 2017.3.0f3

I know this issue is resolved (wont fix) but if anyone is still interested, I narrowed this issue down to Malwarebytes randomware protection. If this is turned off, Unity is able to switch projects.
Unity version used: 2017.3.1f1
