Unity Editor minimizes for a moment and returns to its initial state when clicking on it in the Windows taskbar
How to reproduce:
1. Open a project
2. Click on the Editor in the Windows Taskbar
Expected result: The Editor window minimizes
Actual result: Editor window minimizes for a moment and returns to the initial state
Reproducible with: 2023.2.0a21, 2023.2.0b2
Not reproducible with: 2021.3.29f1, 2022.3.6f1, 2023.1.6f1, 2023.2.0a20
