Unity Editor does not launch/load on the same virtual desktop when the virtual desktop is changed during the project load phase
How to reproduce:
1. Open Unity Hub
2. Create a new project
3. Immediately switch to other Windows 10 virtual desktop (the new virtual desktop will be referred as desktop 2)
4. Wait until Unity Editor loads/opens up
Expected result: the Unity is loaded/opened up in desktop 1 (the desktop where the Unity was launched on)
Actual result: the Unity is loaded/opened up in desktop 2
Reproducible with: 2017.4.32f1, 2018.4.7f1, 2019.2.2f1, 2019.3.0a12, 2020.1.0a1
