Unity doesn't re-create missing launcher files in appdata folder
Steps to reproduce:
1. Get a PC which didn't have Unity installed or delete three files -.npm, node and null, located in AppData\Roaming\Unity\Packages (package.js should be left)
2. Install Unity 5.5.0b1 or later
3. Start Unity and notice blank launcher screen
Unity 5.4 creates these launcher files while launching Unity for the first time. This doesn't happen with Unity 5.5.
Workaround: Install Unity 5.4 and run it once
Reproduced with: 5.5.0b2
Not reproducible: 5.4.0p4
