Unity crashes after opening scene with custom packages in the same project
How to reproduce:
1. Download user's attached project "UPMBugs.zip" and in it, you will notice two folders "CustomPackages" and "UMPBugs" folder
2. In the attached project open UPMBugs
3. In the Project panel, locate and double-click on Packages/Custom Packages/ScenePackage/SampleScene and Select the "Open" option, and wait for the scene to open in a new project and close Unity.
4. Open UPMBugs project
-- Observe the crash
Reproducible with: 2018.2.5f1, 2018.3.0a10
Not reproducible with: 2017.4.10f1, 2018.1.9f2
