Unity crashed when opening a project with a higher than available HDRP package version
How to reproduce:
1. Create a project with HDRP Package (2020.1.0a7, 7.1.0)
2. Close the project
3. Open the project with a Unity version where 7.1.0 package isn't available (2019.3.0b7)
Expected result: The project opens.
Actual result: Unity quits unexpectedly.
Reproducible in: 2019.3.0b7
Not reproducible in: 2017.4.33f, 2018.4.12f1, 2019.2.10f1, 2019.3.0b6, 2020.1.0a9
