[UNET] Remote player movement is not synced to server when 'Local Player Authority' is set

Steps to reproduce:

1. Open attached project
2. Build the 'AuthorityTest' scene
3. Run two instances of the game, make one local host and other local client
4. Move the client's player using arrow keys
5. Notice it's movement is not synced in the server

Reproduced with: 5.3.0f1

Not reproduced with: 5.2.2p3, 5.3.0b4
