Undocked windows are always on top of other apps when the Mac Editor has been fullscreened and then windowed
How to reproduce:
1. Open any Unity project
2. Undock any window and place it over the Editor or an application (can move to another monitor)
3. Fullscreen the Unity Editor and return to windowed
4. Select an application under the undocked window
Expected result: The undocked window is pushed to the back and the selected application is pushed to the front
Actual result: The undocked window stays on top of the selected application below it
Reproducible with: 2022.1.0a16, 2022.1.0b1
Not reproducible with: 2019.4.33f1, 2020.3.24f1, 2021.2.5f1, 2022.1.0a15
Notes:
- If multiple windows are undocked they behave as expected, but when selecting an application the issue is reproducible
