Undo shortcut does not work in UI Elements text field when field still has focus
How to reproduce:
1. Open attached project ("182362-repro.zip") and open SampleScene
2. Select "Test" Game Object
3. In Inspector Window select Quantity field
4. Type some numbers
5. While keeping the focus on the Quantity field try to CTRL + Z (Undo shortcut)
Expected result: Undo action is performed
Actual result: Undo action does not work
Reproducible with: 2019.2.5f1, 2019.3.0b3, 2020.1.0a4
Not reproducible with: 2017.4.32f1, 2018.4.8f1
