Undefined behavior on DispatchRays renderpass with invalid RTHandle config
*Steps to reproduce:*
1. Checkout [linusja-unity/UniSTIR: Unity ReSTIR Example (WIP)|https://github.com/linusja-unity/UniSTIR]
2. Set enableRandomWrite to false in "RayTracingPostProcessingRenderingFeature.cs"
3. Notice nothing is displayed and no error in log

Ray tracing is not generated
