Unable to zoom in/out in other than the last selected Scene Windows when they are not selected
How to reproduce:
1. Open the attached 'project-1216819.zip' project
2. Select the left-most Scene windows (click on it)
3. Move the cursor on to the right-most Scene window and try to zoom in/out
Expected result: the right-most Scene view zooms in/out
Actual result: the right-most Scene view DOES NOT zoom in/out
Reproducible with: 2017.4.36f1, 2018.4.17f1, 2019.2.20f1, 2019.3.0f6, 2020.1.0a22
Note: opening a new Scene window in the same tab as an older Scene window will not let you zoom in/out in it until it's selected
