Unable to unfold EditorGUILayout.Foldout when clicking on foldout arrow
How to reproduce:
1. Open attached project "EditorBug.zip" and scene "SampleScene"
2. In Hierarchy window, select "TestScript" object
3. In Inspector window, unfold "Footsteps" by clicking on the arrow
Expected result: the "Footsteps" value unfolds, either by pressing on arrow or text
Actual result: the "Footsteps" value does not unfold when pressing on the arrow
Reproducible with: 2017.4.36f1, 2018.4.15f1, 2019.2.18f1, 2019.3.0a6 (able to open only via arrow), 2019.3.0a7, 2019.3.0f5, 2020.1.0a18 (able to open only via text)
