Foldouts cannot be expanded by clicking the arrow
To reproduce:
1. Open attached project ("case_1213781.zip")
2. Select "Test" Game Object from Hierarchy
3. In the Inspector window use an arrow to expand the Events menu
Expected result: Events menu is expanded
Actual result: Events menu is not expanded
Reproducible in: 2019.3.0a7, 2019.3.0f5, 2020.1.0a20
Not reproducible in: 2018.4.16f1, 2019.2.19f1, 2019.3.0a6
Could not test in: 2017.4.36f1 (Due to errors in project)
Note: Clicking on Events label itself (or to an area to the right) will expand the menu
