Unable to move or look in the Scene view when a debugger is attached
Reproduction steps:
- Create a project
- Create a script
- Open the script with Visual Studio
- Press “Attach to Unity”
- In Scene view try to move or look around
Expected result: moving or looking around is possible
Actual result: moving or looking around is not possible
Reproducible with: 2020.3.36f1, 2021.3.6f1, 2022.1.8f1, 2022.2.0a10
Not reproducible with: 2022.2.0a11, 2022.2.0a19, 2023.1.0a2
