Unable to maximize editor if it was minimized while an extra window with a Titlebar was focused
Steps to reproduce:
1. Create a new project
2. Open Help/About
3. Minimze unity through the Windows taskbar
4. Attempt to maximize editor through Windows taskbar
Expected result: editor gets maximized
Acutal result: window with titlebar focus keeps refreshing
Notes:
-works with any window that has a titlebar, such as Build, Troubleshoot, but doesn't open a separate taskbar window
-no repro on macOS
-workaround is to close the window and then maximize the efitor
Reproduced on 2017.4.12f1, 2018.1.9f2, 2018.2.10f1, 2018.3.0b4, 2019.1.0a2
