Unable to import WebGL Templates from packages when they are marked as samples
How to reproduce:
1. Create a new WebGL Template in a project
2. Put it into a package
3. Mark it as a sample
4. Import that package in a different project
Expected results: Imported templates appear in PlayerSettings of WebGL Build Target
Actual results: Imported templates do not appear in the PlayerSettings
Reproducible with: 2018.4.1f1, 2019.1.4f1, 2019.2.0b4, 2019.3.0a4
Notes:
1. The functionality to create samples was introduced in the "Package Manager UI" package version 2.0
