Tooltip shown on the Play button is not correct when Editor is resized with the minimum width
How to reproduce:
1. Create a new Unity project
2. Resize the Editor to the possible smallest size
3. Try entering the Play Mode
Expected result: Play Mode button tooltip is Play
Actual result: Play Mode button tooltip is incorrect
Reproducible with: 2020.3.0f1, 2020.3.44f1
Not reproducible with: 2021.3.16f1, 2022.2.2f1, 2023.1.10a25
Reproducible on: macOS Monterey 12.3.1, Windows 11
Notes:
- When the mouse is moved on the Play Mode button it throws the "Toggle Grid Snapping on and off. Available when you set tool handle rotation to Global" description.
- It is still possible to enter Play Mode even with the wrong tooltip

Resolution Note:
Thanks for reporting this bug. This is a minor issue that has been fixed in 2021+. Given 2020 will be out of support soon, and the risk of backporting a fix to 2020, we will be closing this bug as Won't Fix.
