Unable to delete a project folder after the second instance of Unity tried to open it
To reproduce:
1. Open any project or create a new one
2. Open a second instance of Unity and attempt to open that project, click "OK" after getting an error
3. Close the first instance of Unity and try to delete the project folder
4. Observe the error
Expected result: After a Unity instance in which the project is opened has been closed, that project can be deleted
Actual result: The project can be deleted after the second instance of Unity is closed, even though the project is not opened there
Reproduced with: 5.6.5p1, 2017.1.3p1 2017.2.1p3, 2017.3.1f1, 2018.1.0b6

We really appreciate your contribution to the Unity product. Thank you for reporting this issue. We take every case submitted to us seriously by investigating the impact on you, our customer, as well as the impact it may have on the engineering and experience of our product.
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
