Unable to Ctrl + Move to snap to grid
Steps to reproduce:
1. Create a new project
2. Select a game object
3. Ctrl + move the object and notice that snapping does not work
Expected result: Ctrl + move should snap to grid
Reproduced in: 2017.3.0f1, 2017.3.0b11
Not reproduced in: 2018.1.0a7, 2017.3.0b10, 2017.2.0p4
Regression since: 2017.3.0b11
