[UIToolkit] Horizontal Scrollbar is visible and flickers when resizing Ads window and UI scale is set 125% or 150%
How to reproduce:
1. Open attached "temp.zip" project
2. Make sure that the UI scale is set to 125%
3. Open ProjectSettings/Services/Add window
4. Resize the window and observe the Horizontal Scrollbar at the bottom
Expected result: The Horizontal Scrollbar is not visible
Actual result: The Horizontal Scrollbar is sometimes visible and flickers when resizing the Window
Reproducible with: 2020.2.0a20
Not reproducible with: 2020.1.5f1, 2020.2.0a19, 2020.2.0a21, 2020.2.0b2
Could not test with: 2018.4.27f1, 2019.4.10f1, 2020.1.0a13 (No "Services" item in the "Project Settings" window)
