[UIR] Package version numbers are flickering while resizing the Package Manager window when the display scaling is above 100%
How to reproduce:
1. Open Windows Display settings
2. Under the Scale and layout section change the display scaling to 125%
3. Create a new Unity project
4. Open the Package Manager (Window->Package Manager)
5. Resize the Package Manager window
Expected results: Package version numbers don't flicker
Actual results: Package version numbers flicker
Reproducible with: 2020.2.0a16, 2020.2.0a20
Not reproducible with: 2018.4.26f1, 2019.4.7f1, 2020.1.1f1, 2020.2.0a15
Notes:
- Happens when the display scale is also at 150%, 175%, 200%, and 225%

The flickering is actually not fixed, and it is also not happening on just DPI-aware monitors. It took me a whole 2 secs to duplicate it.
In Unity 2019.15f1, once the window is resized to be over a package name, the version number instead of 1.10 becomes 1....
